纸质报关单、报关单证明联或出口退税证明联因故遗失，而造成很多后续核销、售付汇手续等无法办理的，该如何补救?

　　海关签发报关单证明联，主要是用于证明货物的实际进出口情况，而进出口货物报关单证则是海关签发报关单证明联的直接依据。根据《中华人民共和国海关法》及《进出口货物报关单证档案管理制度》的规定，海关报关单电子数据存储期限一般为1年，进出口货物报关单证自进出口货物解除监管之日起保存3年。对于报关单证已超过规定保存期限，企业才向海关提出签发或补发进出口报关单证明联申请的，海关将不再予以签发或补发。

　　纸质进出口货物报关单及证明联丢失如何补办?

　　进出口单位遗失进出口货物报关单，应书面向原签发海关申请补发。在海关报关单电子数据存储期限(一般为1年)内，原签发海关可直接从报关单结关库中调用原报关单予以打印补发，并在补发的报关单左上角批注“补办”字样，同时加盖“验讫章”。

If an import or export entity loses a declaration form of import or export goods, it shall apply in writing to the original issuing Customs office for a replacement. Within the term of electronic data storage (generally 1 year), the original issuing Customs may directly call the original declaration form from the customs declaration warehouse to print and reissue it. The reissued customs declaration shall affix the word "resubmit" in the top left corner and shall affix the "Inspection seal".

　　对超出海关报关单电子数据存储期限，但自进出口之日起未超过3年的进出口报关单，进出口单位应持加盖单位公章的“情况说明”、“进出口货物报关情况证明”(一式三联)报所在地国家外汇管理局各分支局(以下简称外汇局);外汇局根据进出口单位的实际情况，认真审核进出口单位提供的有关凭证和商业单据，核实该笔进口货物报关单或出口收汇核销单未核销后，在“进出口货物报关情况证明”外汇局意见栏内签署意见，并加盖“进口付汇核销监管业务章”或“出口收汇核销监管业务章”。
