什么时候需要办-理使馆加签？ 按照国际惯例和中国领事实践，我国公民在国外学习、工作、居住，或是在国内办-理出国签证时，常需要使用一些由国内公证处出具的涉外公证/书，如出生公证、未受刑事处分公证、授权委托书公证、合同公证等等。这些公证/书在送国外〔或外国驻华使（领）馆〕使用前一般需要办-理使馆加签；中国企业法人因境外经贸活动需要，常需向官/方机构申请原产地证、发货清单、形式、规格证明、重量证明、装箱单、提单、保险单等，或向各地出入境检验检疫机构申请原产地证明、商品检验证明书、动植物出口检疫证明书等，这些文书在发往国外使用前，一般也需办-理领事认证。反过来，外国有关文书在送中国使用前，也需办-理相应的使馆加签。

 When do you need the visa? According to international practice and Chinese consular practice, Chinese citizens often need to use some foreign notaries/certificates issued by domestic notary offices when studying, working or living abroad, or applying for exit visas in China, such as notaries of birth, notaries not subject to criminal sanction, notaries of power of attorney, notaries of contract, etc. These notaries need to be signed by the foreign embassy or consulate before they are sent to foreign countries for use. China enterprise as a legal person due to the need of foreign trade and economic activity, often need to officer/agency to apply for certificate of origin, invoice, form, specifications, certificates, certificate of weight, packing list, bill of lading, insurance policies, etc., or apply to the entry-exit inspection and quarantine institutions around the country of origin certificate, certificate of commodity inspection, animal and plant export inspection certificate, etc., these documents before send abroad use, usually also need to do - Richard consular certification. In turn, relevant foreign instruments need to be signed by the corresponding embassy before they are sent to China for use.

领事认证的费用

1.一般情况下，办-理领事认证所发生的费用由我司先行垫付，待认证文件寄回，再据实结算。对于有不良记录（结算不及时等）的合作伙伴，则应预交办-理费用。

2.已送进使领馆进行认证的文件或单据，申请单位发现错误要求退回的，须提供盖有单位公章的书面撤单申请，贸促会可以帮助及时追回，但其已发生的费用，申请单位必须承担。

3.由于各个国家使领馆的规定、收费及注意事项时有调整，所以办-理领事认证的费用不是一成不变的。 

领事认证的范围

　 其范围主要有：

　　 （1）贸促会系统所签发的一般原产地证；

　　 （2）由贸促会签证机构认证的涉外商业单据文件。常见的有：商业INV、箱单、价格单、船公司证明、提单、装箱单、保险单等；

　　 （3）根据进口国或进口商的要求，需要办-理领事认证的其它有关单据文件。

　　 在实际业务中，需要办-理领事认证的单据文件最为常见的是原产地证和商业INV。

　　 对商业单据文件（如原产地证）予以领事认证，通常在信用证中作如下规定：“THE CERTIFICATE OF ORIGIN SHOULD BE LEGALIZED BY EMBASSY OR CONSULATE”（中国贸促会出具的原产地证明，必须由某国使馆予以认证）。
