使领馆认证的一般程序

1．申请人填写认证申请书，将所需认证的证书提交给外交部领事司认证处并交纳相应的认证费用；

2．外交部确认后交给驻华使领馆认证加签；

3．经使领馆认证加签后的证书由原路返回外交部认证处；

4．外交部将认证后的证书交还给申请人。

北京出入境检验检疫局作为全国出入境检验检疫机构中唯一一家由国家质量监督检验检疫总局和外交部领事司同时授权开展使领馆认证工作的官方机构，自1996年开始代理使领馆认证。

General procedures for accreditation of embassies and consulates

1. The applicant shall fill in the application form for certification, submit the required certification to the Certification Office of the Consular Department of the Ministry of Foreign Affairs and pay the corresponding certification fee;

2. After confirmation by the Ministry of Foreign Affairs, it shall be submitted to the Diplomatic and consular missions in China for authentication and signature.

3. The certificate authenticated and signed by the embassy or consulate shall be returned to the Certification Office of the Ministry of Foreign Affairs by the original way;

4. The Ministry of Foreign Affairs shall return the certified certificate to the applicant.

As the only one of the entry-exit inspection and quarantine institutions in China authorized by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) and the Consular Department of the Ministry of Foreign Affairs, Beijing Entry-Exit Inspection and Quarantine Bureau (CIQ) has been acting as the authentication agent for diplomatic and consular missions since 1996.
