什么文书不能办理领事认证？

What documents cannot be consular certified?

申请领事认证的文书有下列情形之一的，领事认证机构不予办理：

A consular certification authority shall not handle an application for consular

（一）文书的印鉴、签名不属实的；

（二）文书的印鉴、签名未进行备案，或者与备案不相符的；

（三）文书的印鉴、签名、装订、时效等不符合出文机构、用文机构规定和要求的；

（四）可能损害中国国家利益和社会公共利益的；

（五）领事认证机构认为不应办理的其他情形。

(1) the seal or signature of a document is not authentic;

(2) the seal or signature of a document is not put on record or does not conform to the record;

(3) the seal, signature, binding or timeliness of an instrument does not conform to the provisions and requirements of the issuing or using institutions;

(4) those that are likely to harm China's national interests and social and public interests;

(5) other circumstances that the consular certification body deems inadvisable.
