首先应填写“催办申请”标准格式后传真我会，我会再以书面形式与公司提交的“催办函”同时递交外交部申请办-理催件。

领事认证的作用

1、通过领事认证证明出口商所提交的单据文件的印章及签字真实，从而向域外机构起一种证明和介绍作用。

2、作为出口结汇的一个必经程序和出口贸易的一个重要环节，通过领事认证，可以使被认证的单据文件在中华人民共和国域外发生法律效力，并被进口国有关机构（如海关、银行等）所承认和接受。

3、通过领事认证可以使进口国的驻华使（领）馆对我国与其贸易进行审查，特别是就进口国实行特殊贸易政策（例加禁止或限制进口、反倾销）的货物实施审查并加以控制。
