认证是对公证而言。当文书在国与国之间传递时，为了能够使一国出具的文书能够被另一国所接受，具有有效性，使馆/领事公证认证应运而生，领事认证被称为是“为出国的文书办-理签证”。

办-理领事认证的目的是使一国出具的公证文书能为另一国有关当局所承认，不致因怀疑文件上的签名或印章是否属实而影响文书的法律效力，即通常说的使文书发生域外效力。按国际惯例，凡涉外公证文书一般都应办-理领事认证。
