什么时候需要办-理领事馆签章？ 按照国际惯例和中国领事馆实践，我国公民在国外学习、工作、居住，或是在国内办-理出国签证时，常需要使用一些由国内公证处出具的涉外公证/书，如出生公证、未受刑事处分公证、授权委托书公证、合同公证等等。这些公证/书在送国外〔或外国驻华使（领）馆〕使用前一般需要办-理领事馆签章；中国企业法人因境外经贸活动需要，常需向官/方机构申请原产地证、发货清单、形式、规格证明、重量证明、装箱单、提单、保险单等，或向各地出入境检验检疫机构申请原产地证明、商品检验证明书、动植物出口检疫证明书等，这些文书在发往国外使用前，一般也需办-理领事馆签章。反过来，外国有关文书在送中国使用前，也需办-理相应的领事馆签章。

When do you need the consulate seal? According to the international practice and the practice of The Chinese Consulate, when Chinese citizens study, work or live abroad, or apply for exit visa in China, they often need to use some foreign notarization/documents issued by the domestic notary office, such as birth notarization, notarial notarization without criminal action, notarization of power of attorney, notarization of contract and so on. These notaries need to be signed by the consulate general before they are sent to foreign countries (or embassies or consulates in China) for use; China enterprise as a legal person due to the need of foreign trade and economic activity, often need to officer/agency to apply for certificate of origin, invoice, form, specifications, certificates, certificate of weight, packing list, bill of lading, insurance policies, etc., or apply to the entry-exit inspection and quarantine institutions around the country of origin certificate, certificate of commodity inspection, animal and plant export inspection certificate, etc., these documents before send abroad use, general also need to do - signature at the consulate. In turn, the relevant foreign instruments need to be signed by the appropriate consulate before they are sent to China for use.

　　送往外国使用的，文书使用国在我国设有领事馆且开展领事馆签章业务，同时该领事馆辖区包括为您文书办-理领事馆签章的地方外办所在的省（市、区）内涉外公证处、出入境检验检疫局、中国国际贸易促进委-员会地方分会出具的涉外公证/书、相关证明及单据等。

　　　举个例子说明：如意大利驻上海有总领事馆，并且开展领事馆签章业务，其领区（即该领事馆管辖的范围）包括上海、浙江、福建等省市。如您的文书在浙江省出具拟送往意大利使用，应在浙江省外办办-理领事馆签章后，再送往意驻上海总领事馆办-理领事馆签章，无需送外交部认证司和意驻华领事馆办-理领事馆签章。
