领事认证的作用:
Functions of consular certification:
（一）、通过领事认证证明出口商所提交的单据文件上的印章及签字真实。

（二）、通过领事认证，可以使被认证的单据文件在中华人民共和国境外发生法律效力，并被进口国有关机构（如贸易主管部门 银行等）所承认和接受。
(2) Through consular certification, the certified documents can have legal effect outside the Territory of the People's Republic of China and be recognized and accepted by relevant authorities of the importing country (such as banks in charge of trade, etc.).
（三）、通过领事认证可以使进口国的驻华使馆对我国与其贸易进行统计和审查，特别是就进口国实行特殊贸易政策的货物实施审查并加以控制（如禁止或进口、反倾销等）。而且通过领事认证可以防止商人的诈、弄虚作假和逃税行为。

（四）、由于领事认证费用较高，因而从某种意义上说，是一种非关税性贸易壁垒，也可以达到变相进口的目的。同时，通过领事认证收取认证费用，也可以增加使领馆的收入。
