、生产许可证实施细则规定由省级质量技术监督局负责组织企业生产条件审查和封样的，省级质量技术监督局应在受理申请后2个月内组织对生产条件进行审查并现场抽封样品。省许可证办公室自受理企业申请之日起3个月内完成材料汇总，并将合格企业名单和相关材料报审查部。
