在有些无外交部，或者外交隶属于别国的国家或地区，如中国香港，澳门地区，BVI，开曼等英属群岛，当地高等法院行使外交部认证加签职责，拿到国外使用的文书，首先由国际公证人进行公证，然后送高等法院认证加签。
