我国公民在国外学习、工作、居住，或是在国内办理出国签证时，常需要使用一些由国内公证处出具的涉外公证书，如出生公证、未受刑事处分公证、授权委托书公证、合同公证等等。这些公证文书在送国外〔或外国驻华使（领）馆〕使用前一般需要办理领事认证。

所谓双认证, 是指在办妥我国外交部领事司或有关省、自治区、市的外事办公室的认证手续后, 再办理公证书的使用国驻华使(领)馆的认证。这种办理两个认证的作法, 通常称为双认证 。

中国公民到海外办理事情，海外相关部门要求提供中国公民的国内文书涉外双认证文件。也就是说中国公民想要在国外处理相关事情，办理中国涉外公证书是必须要办理的了。

大致的流程：你要先按照要求在当地公证处办理好相关公证书（不同国家的要求不一样，如语言等要求），然后拿着公证书才可以到外事办/外交部和使领馆办理认证。不同国家对办理双认证的要求不一样的，有些国家还额外提供公证书复印件一份，有些要求填写英文申请表，有些国家要一式两份的公证书等，建议办理之前了解清楚，如果不清楚，也可以找外事办代办，或者找代办机构代办双认证，不过你要事先办理好出生公证书。
