“大领事”格局逐步形成

　　目前，中国在全球的领事官员仅几百人，平均计算，每一位驻外领事官要服务超过19万海外中国公民，这与人员大进大出的形势，与日益提升的领事工作要求不相适应。在此背景下，外交部充分调动各方面资源与力量参与领事保护与服务工作，积极组建全天候、多层次的领事工作“同盟军”，以外交部为中心，中央部委、地方政府、驻外使领馆等有关部门密切配合的“大领事”工作格局正在逐步形成。
