　　领事认证不对已经公证书或其他证明文书证明的事项行使证明职能，文书内容由出文机构负责。 

　　领事认证活动本身不设立也不改变或消灭文书所涉及的权利义务关系。

What is consular certification?

Answer: consular authentication is the consular authentication organization according to the natural person, legal person or other organization's application, to the domestic foreign notarial certificate, other certification documents or foreign related documents on the last seal, signature to confirm the activity.

Consular authentication does not perform the function of certifying a matter that has been certified by notarial certificate or other certifying documents. The issuing organization shall be responsible for the contents of the documents.

Consular certification activities do not by themselves establish or alter or eliminate the rights and obligations involved in the instrument.
