Do we need to apply for import license for import goods under the contract of processing supplied materials?

　　经批准的来料加工、来件装配合同项下的进口货物，凡属批准该项业务范围内，并将加工成品返销境外，免领进口货物许可证， 海关 凭批准文件和对外合同，进口 单证 查验放行。

Import goods under an approved contract for processing supplied materials and assembling supplied parts shall be exempted from import license if they fall within the scope of the approved business and the finished products are sold abroad. The customs shall examine and release the import documents on the strength of the approval documents and the foreign contract.

因故事先经过国务院有关部、委和省级有关主管部门批准将进口料、件或加工成品转为内销的，视同一般进口。

If the imported materials, parts or finished products are converted for domestic sale with the prior approval of the relevant departments, commissions and provincial competent departments under The State Council for some reason, they shall be regarded as general imports.

其中国家限制进口商品，须经归口审查部门批准后，申领进口货物许可证;非限制进口商品，凭批准文件，直接向 海关 办理进口手续。

Where the import of goods is restricted by the state, a license for import goods shall be obtained after the approval of the central examination department; For non-restricted import commodities, the formalities for import shall be handled directly with the Customs on the strength of the approval documents.
