补偿贸易应符合什么条件才能申领出口许可证?

What conditions should compensation trade meet to apply for export license?

　　1.该企业(项目)必须是按规定程序经拥有受权的国家相当一级的政府机关批准成立(立项)的。

1. The enterprise (project) must be established in accordance with the prescribed procedures with the approval of a government organ at the corresponding level of the authorized country.

　　2.该企业(项目)必须是按相应批准的经营范围及生产出口规模内组织出口。

2. The enterprise (project) must organize export in accordance with the business scope approved and the scale of production and export.

　　3.该企业(项目)必须取得出口计划审批部门批准的，有效的出口计划。

3. The enterprise (project) must obtain an effective export plan approved by the export planning examination and approval department.

　　4.该企业(项目)货物的出口价格必须符合理国家核定的出口协调价。

4. The export price of the goods of the enterprise (project) must conform to the export coordination price approved by the country.

　　四、来料加工、进料加工进口料件及成品属于许可证管理商品内销时不能提交出口许可证将受什么处罚?

　　来料加工、进料加工合同项下进口的料、件和加工的成品、半成品，经主管部门批准转内销处理的，应视为一般进口货物，其中属于许可证管理的商品，应按规定补领进口许可证。不能补交进口许可证的，处货物等值以下、10%以上的罚款;未经主管部门批准擅自转内销的，没收货物或追缴货物的等值价款，可以并处有关货物等值以下、30%以上罚款，或者应缴税款3倍以下、1倍以上的罚款。
